the system would just verify that the person is who they say they are, while being anonymous to DFS itself - meaning, my friend's system, if I understand it correctly, would just tell me if they pass the checks or not without passing any directly identifying information back to me.

I imagine his system would allow us to set whatever parameters we want to verify: name, address, phone number, photo id, etc..
And I assume that this facility/checks apply to non-USA members as well. I am just scratching my head because it's very difficult to validate ID proofs from  different countries. A scamster here could/would be a scamster in real life too.

Still I believe this move can act as a first line of defense.

I'm not 100% sure. I can ask my friend if he's willing to chime in here.

the user base on DFS, while global, is largely from the USA. still, I'd like to try to cover as many bases as possible.

All, if someone tells you to message someone who is not on DFS to sell/buy an item, it probably is a scam.  Please avoid doing business with people who are not on the forum, unless you trust the source.....

If someone is asking you to do this, report them to myself or a mod immediately...

To this I would add: selling to someone who has just joined a forum very recently is also not a good idea.
This is not to say that every new member is automatically a risk...but new members should take it as their responsibility
to immerse themselves in a community with posts that require some effort. Take time to build trust.
