and no, I didn’t see or read that before I ordered. I’ll say that USPS has been good for me here. My fedex packages lately have been delayed several days from expected delivery, but we’re still not over the fallout from c19.

Well I see if it's stolen, the shaver is just out $$, is that customary?

If tracking says it is delivered, he is no more responsible of lost or stolen packages according to Paypal. Even you open Paypal dispute, you may not get a refund. 

He is giving you an option to purchase signature delivery.

If you are using paypal, you don't have to care his rules or warnings. Paypal rules have priority. 
If you received damaged package or razor, or they forget original package, you can return it. 
If you open paypal dispute, he is going to pay return shipping.  
His warnings only tell, he is not going to do any favor. 
For example, USPS misdelivered my H&S razor. I knew I wouldn't get my refund according to Paypal, but Aji sent me a new razor as favor. I really appreciated.  
CG is not going to do this. He is warning before order. Nothing wrong about it, he doesn't have to..

Right, fair warning, of course he doesn't have to do anything about it.
So I guess the answer to my question is , nothing is customary. Every business deals in their own way.

Brian is a totally class act, who’s endured hardship way beyond Covid over the last couple of years. I encourage everyone to be gracious, understanding and patient.

I’ve purchased three Gen 1 Level 3 razors directly from Brian over the years, two OCs and one SB, two antiques and one shiny. I sold one OC to a brother who posted a WTB request, but won’t part with the two I have left.

The CG L3 remains my favorite razor among my many. And Brian remains my favorite vendor of shaving goods—not just razors—and there are a bunch of great vendors out there…

nothing unreasonable in that email. Shipping logistics is a mess and too many people are unwilling to account for that fact. Fraud is also rampant, so I can understand the caveat about items stolen from your porch, especially when you have a choice in the shipping method. Only thing that was unclear to me was the bit about items arriving without product packaging? Maybe that applies to purchases of a single handle, baseplate, etc?
