I'm not sure this post will tell you anything you don't already know, but FWIW, I got great results when I started treating "preshave" as a 24/7 undertaking. In my case, the impetus was when the dermatologist pointed out that the problem shaving areas I showed him were all sun damaged. So I implemented a widely advised strategy of twice daily cleansing, moisturizing, and applying sunscreen as needed. In this way of looking at things, the preshave proper, while important, is the tail wagging the dog: Products applied immediately prior to shaving are unlikely to remediate damaged or otherwise unhealthy skin. In any case, IME there is no preshave proper magic bullet - nothing that makes nearly as much difference as implementing a 24/7 regimen.
Having said all that, my sun damage issue is easily treated. OTOH both of you have indicated skin issues that may not be so easily treated, and I imagine both of you are already taking pretty good 24/7 care of your skin. Nevertheless, it may help you to know that at least one of your fellow travellers does preshave proper, but does not stress over whether it's a shower, washing and rinsing with a moisturizing soap, or in a pinch, just liberally splashing comfortably hot/warm water.
