I think the tool to the right of the Rolls Razor is for Poodle grooming.  My mother had one in the 1950s.  
I think it uses double edged carpet cutter blades; the kind that works in Durham-Duplex razors.

Thank you for the info. I didn’t have much information on it as it was part of a lot of vintage razors I got a few years ago and I just found it in a box.
