"up to now" is the key phrase. There is a razor conversion described elsewhere.

You are 100% correct, it is something to notch the blade.
You insert the blade into the slot, it lines up the blade perfectly and you hit the top of the white handle with your hand. It cuts the notch in one side of the blade.
Repeat the process for the other side.
Your blade is perfectly notched.

I made it so that it can fit into a reloading press and its even quicker using it like that.
