This is a Windrose model Z1 safety razor handle in satin 316L stainless steel, fitting most vintage and modern double edge razor heads.  It is 85mm long and weighs 45g.  It is very well made and in excellent condition, but it is just a little too slender for my hand.  It costs over $43 new, yours here for $39 shipped CONUS.
