Load more than you think you need and add water gradually for best results. Would also be helpful as Oli mentioned to know what kind of soap you have and brush too.
These. Do you seem to get better lather from either of your two brushes? In my experience, it's way easier to get good lather from the synthetics. But you do have to start with less water. Since the synthetics "hold" water, but don't really absorb it, if you start with a brush that's too wet then you'll just squeeze it all onto the top of the soap when you try to load, creating a nice thin, airy, bubbly mess that won't get you to a proper lather.
