Wow I have never heard anyone having trouble lathering Phoenix and gingers garden soaps, they literally lather themselves. It might be a combination of the boar hair and your water, I don't use my boar brush for lather lasting reason, it will build a lather but with some soaps for some strange reason the lather dies after the first pass and I hate that, so I use badger and mostly my plisson synthetic. Maybe you should try to move to a synthetic brush?

These. Do you seem to get better lather from either of your two brushes? In my experience, it's way easier to get good lather from the synthetics. But you do have to start with less water. Since the synthetics "hold" water, but don't really absorb it, if you start with a brush that's too wet then you'll just squeeze it all onto the top of the soap when you try to load, creating a nice thin, airy, bubbly mess that won't get you to a proper lather.
