I bloom it with hot tap water, and let it sit while in the shower.
I then dump the bloom water into an empty bowl and set off to the side. I shake out all of the water from my soaking badger brush, and load for about a minute in the puck.
Then I wet my face, and have a second dry puck of I Coloniali that I use as a shave stick.
After that I build the lather on my face with the loaded brush. If I need more water, I lightly dip the tips of the brush into the bloom water.
This seems to work well for me.
