If a product lists tallow, duck fat, milk or other animal derived fat, then it is not vegan.
If it does not list those products, it is likely vegan, but stearic acid can be derived from either animal or plant souces, although plant source is more common.
While it is possible to produce a vegan shaving soap that is as good as a tallow/animal fat based soap, it can be difficult to do so. I have tried vegan soaps and the only one I have used that can compete with the best tallow soaps is Grooming Dept Nai. However, that soap formulation contained 55 different ingredients and was so costly to produce that it is no longer available, unless you can find it preowned.
Mohammad of Grooming Dept/Aion Skincare is working on a new formulation to replace Nai, but I do not know when it will be available.
