Is the water issue old water lines? Just curious. I lived in a very small town in Michigan's Upper Peninsula for 2 years when teaching, and the water mains were almost 100 years old and constantly cracking/leaking/breaking. Too expensive to replace everything at once, but they were trying to get replace the oldest first. Here in Maine, it's frost heave that damages things, like my driveway! But I believe the bury the water mains very deep, given the size of the trenches I see when one needs repairing in town. Where I live, we all have our own wells, which come with a whole different set of issues, right?!

I'm pretty certain that the issue is not so much age as poor quality of materials or workmanship. Not doing it properly in the first place is wreaking havoc. There's a bunch of water districts in this area and our seems to be the only one in this county that has such problems constantly. I guess it's better to put up with the inconvenience than to not have the water at all.
