When making a payment with PP into a different currency (like when I pay for my Wolfman), I never use PP funds in conjunction with the PP currency exchange rate, but instead use a CC that's linked to my PP account. Choose a CC that doesn't charge an international transaction fee makes it even better. Whenever I have done this, the CC has always provided me with a more favorable and honest exchange rate. It appears that PP always adds something or simply uses the highest conversion rate.

When using a cc linked to PayPal for a foreign currency transaction, you will first be presented with a figure in your local currency( which uses the conversion rate PayPal offers). This conversion takes place on the spot while paying. This is their default setting.

I usually click on currency conversion options and then manually pick the foreign currency option where the rate is determined by the card provider
and charged in your monthly statement. This is the way to go!

I have found that the rate applied by cc is always more favourable than PP.

If you want to do it right you specify the amount in the currency of the other buyer and pay the difference in fees.  If you want to do it the lazy way (as many people do) you just send the supposed amount in your currency, let them convert and it isn't even close as they use a bad conversion rate and you loose the fees... just bought dog collars from the UK, sent the money in Sterling and paid the fees to make sure he was made whole (good friend who sent them to me).

One could but am disinclined to make a fx contract on a de minimis shave purchase

Like to say today I learned something, I will call my CREDIT CARD COMPANY, and Inquire about if the CHARGE AN INTERNATIONAL TRANSACTION FEE, as I am cheap, and tend to watch pennies to say dollars.  Idea  Thank you for this nugget of info.

At least in the US license agreement and in notes during the transaction, PayPal makes it abundantly clear such a fee is being imposed

Most countries/banks have this feature of charging for any transactions...domestic or international. No one wants to lose out on the revenue stream. It's surprising to know that there are some banks that do not charge this fee and I feel it's a good thing for their customers.

US banks charge a lot for currency conversions (an unreasonable amount). Your credit card (even with a foreign fee) will be much less expensive.  

Ultimately it’s best to get a credit card that does not have a foreign transaction fee for using it overseas if that is important to you.  There is one caveat, some of these cards cost 79-99 dollars a year so you have to spend a lot of money overseas to make up for it. 

Here are a few from nerdwallet.com which has a smattering of banks and fees to  consider.  Note: no one has your back like AMEX in North America.  If you have real issues AMEX is far better than most banks and helping you get something resolved from my experience.  Citi was a disaster when my card number was stollen and Wells Fargo didn’t like to work at Wawa gas pumps forever after their scanners were compromised.

PayPal charges a 4.5% currency conversion fee, which is quite high.
I'm also unsure about how they handle refunds. They might apply extra currency conversion fee when you get a refund.
