Italian barber soaps are cheap, perform well. Believe they average about $5-$6 a puck.
Noticed the mystic waters refill pucks at less than $10, but not sure how long they last.
These three get good marks from the community as a whole, and have a lot of scent choices.

I second Stirling as the best soap for the price and up their with the best of any price. They also have a great list of ingredients which starts with a tallow base of course. See below. I like the samples because they are 1.1oz and fit nicely into the metal tins they sell, and unlike most samples they are regular sliced off regular pucs.
