Beard oil is the same as shave oil and pre-shave oil and has almost the identical ingredients. What it does is soften hair and nourish it. You can't go wrong using it.I use it every morning in conjunction with shave soap or shave cream. To use it add a few drops into wet hands and apply directly to your beard gently rubbing it in. It is also recommend to leave it on your beard at night while you sleep. You might want to try your local store because they probably have several brands that are good. I currently use Phoenix Shaving beard oil (scent is Agharta) The stuff is wonderful.
If you keep your beard short, it will still work but you'll need to be careful on how much you use. Most beard oils are great for the skin as well as your beard. But, with a short beard, much of the oil is applied to the skin and I would be hesitant to leave a layer of oil on your skin throughout the day. Plus, it'll make your face shiny. Just enough oil for it to absorb is a good amount for short beards. You may notice after several uses your beard hair feeling less dry and scratchy.

Totally agree with these statements. I will add that using beard oil has helped control the dandruff problem I've had with my goatee.

Beard Oil is primarily for the skin, not the hair. The beard wicks away much of the skin's natural oils and sebum, and leaves the skin underneath dry and itchy. The beard oil helps address that problem. For a shorter beard, I would say it's still helpful, you just use less. If your beard looks overly shiny or you start breaking out, you're using far too much.

Yep, totally cured my beardfuff issue. I have a very long goatee and the beardruff could get really bad before discovering beard oil. As an added benefit, it helps with controlling the frizz and natural curl my beard has at its current length. I have used several and all work well, just a matter of scent preference.
