Gents, i have used B&M in Latha and reserve base so far and I am thinking of pulling the trigger on Seville n Cologne Russe in excelsior base.
How is the performance of excelsior base? Is it a soft or a hard soap? Is soft heart base any better?

Excelsior is an awesome base! It's pretty hard and performs great.

Excelsior is a great base. It is reasonably hard though not on the level of a milled soap. It is slick and provides a very nice shave. Post-shave feel is also good. Top tier soap.
Soft heart is purportedly better but softer. The problem is that you will not be able to get anything in the scents you mention in Soft Heart as it is a special release from time to time. Right now it is scheduled to be released in the Hallows scent by pre-order which may well be closed at this point.
You should be very happy with Seville and Cologne Russe, provided that you like the scents. Let me also suggest Le Grand Chypre and Beaudelaire (available from West Coast Shaving only). I like Seville which I have in both Reserve and Glissant; most people seem to really like Seville as well.
