Recently bought the "Winning Razor" - second hand but described as like new.
There are blemishes on the top cap, the seller states that they are machining marks but they do not look like the normal machining marks on the rest of the cap.

There sometimes are scuffs like that on Winning razors as they're unfinished.
I think they're just de-burred and lightly tumbled to get rid of sharp edges.

Did you shaved it? What do you think?

I am blow away by the 921 and the Merica and thinking about ordering the winning as well. The razors of Yates are just suiting me!

a dab of metal polish and micro fiber cloth should take care of that.

Nick, you can easily polish up your winning razor with some 600 grit wet sandpaper, 800, 1000, and some MAAS Metal Polish.

It will take you about 15 minutes by hand and look awesome
