Mentholated soaps are the best! Here are a few options that I have in my rotation:
Stirling Frozen Tundra (this one is seriously icy cold!)
Mystic Water Lavender Lime
Mystic Water Maestrale
Soap Commander Vision

Also, I cannot recommend PAA Ice preshave soap highly enough. This will make any soap a mentholated dream.

Yes! Porasso soaps in the tub are better. But a great mentholated soap is sterlings margaritas in the artic!

Although not mentholated as such I love TOBS peppermint. The peppermint oil in it gives it the chill factor. Very refreshing soap and as always with TOBS great performance

Menthol is my name and poetry is my game! (just joshing!)

Seriously, I LOVE mentholated soaps and the stronger they are the more I love them.

Here are some of my favourites:

1) The Stirling Glacials (BRRRRRRRRRRRRR-cold and beautiful)
2) Stirling MITA (very chilly)
3) Stirling Frozen Tundra (oh boy, another face-freezer!)
4) TSD Ice Subzero (also quite cold)
5) Krampert's Frostbite (major freeze)
6) Tcheon Fung Sing Sottozero (Proraso Green-type chilliness)
7) OSP Grapefruit Menthol (excellent menthol sensation)

Stirling Margaritas in the Arctic is a great scent and has a nice level of menthol. Stirling has 5 different shaving soaps with menthol. As for performance, Stirling is one of the best soaps around imo. The only other menthol soaps I've tried are Maggard, Prorasso, and AdP, and AdP is my favorite of those.

+1 to TOBS Peppermint! Not menthol, but a similar cooling sensation: I really like it.

Proraso white (green tea and oat) has a lighter menthol than the green, but still nice. I believe the blue tube also has a bit of menthol (I love the blue one).

On the luxury end, Acqua di Parma and Santa Maria Novella creams both have menthol.

Catie's Bubbles had Glace Herb at one point which was menthol and vetiver; not sure if that's coming back. Mile High Menthol is the other CB menthol I know of off-hand.

Through the Fire Fine Craft Extinguish is raspberry-lemon-menthol. I liked it.

I echo TOBS Peppermint (intensely cooling), and AdP (mildly cooling); great performers too, imo.
