I have one similar to it, that was my great-grandfather's.
For me it works best with small soap pucks with a depression to hold a puddle of hot water for blooming (eg. Williams Mug, Godrej Shaving Round). Also to use the same puck day after day, so that it never completely dries out.
I rarely use it though, for fear of dropping it.

A BBS finish to a day spent mostly flying kites. 
That was part of a celebration picnic for a friend surviving 5 years post brain tumour surgery.

The Proraso Red splash leaves some kind of film without being gooey before it dries - the shea butter? I like it.
