Let me guess - the bike trail used to be a railbed, and the red and white "Templeton Est" building used to be a train station?
We have a similar rail-to-trail that goes by near our house. It used to be the CNR spur from Sackville NB up to Cape Tormentine, where they would then transfer the rail cars onto a ferry to PEI.

Or they could've banked the turns more that what you see now.
My guess is an access path to & from the main trail.
One nice feature of former railbeds is that they tend to be level, so no steep hills to climb.
