Can someone equate the efficiency to another razor, Overlander, Yates which plate, etc.?

More than the Overlander but very gentle. Also less than the Athena. Somewhere in between in the two.

Looks like the Legacy line is not being offered on the Chiseled Face website as I was on there just a few minutes ago to take a looksy. Any word if this is only temporary or if CF decided to discontinue production of these razors altogether?

I just found out on another discussion board that Ron is suspending production/shipping for about 6 months while he reconfigures his workspace to make it more efficient. I guess he is really busy with other projects right now and the finishing process, packaging, and shipping of razors is too time consuming. So it sounds like it's only temporary and the Legacy will be back at some point.
