I don't know about $25 shipped, but as many have mentioned, Larry at whippeddog.com can probably get you into a silvertip badger brush for ~$35-40 shipped. I'm not sure that you're going to get into a brush that is halfway worth it for less than $35-45 shipped.
There are some brushes that you can order directly from China in your price range, but it will take about a month to get and it might be hit or miss what you get.
My suggestions(granted $10-15 above your quoted range):
1. Talk to Larry at whipped dog
2. Stirling finest badger brushes
3. Vintage Blades 2-Band Finest Badger
I have multiples of each of the above examples and still use them. They still have a spot with some much more expensive examples.
You could also post a WTB on the BST here for a brush like you're looking for in your price range, as long as you don't mind a used brush. It's also possible that somebody might have an unused brush that they don't plan on using.
