The Merkur blades are made by Feintechnik Eisfeld, which was acquired by the American company Harry's in 2014.

The Timor blades have the label "Solingen" which means they need to be manufactured in Solingen, which is in a different part of Germany.

Do the Merkur blades still say "ice tempered"? 

It may well be that the production of Merkur blades has changed hands over the past few years. 
If so, I would consider that to be a very good thing.
