I can not take credit for this but it is now part of my routine. First of all like many of you I live in a City with hard water. Several years ago I started using distilled water. Depending where you get it it's cheap. My wife buys it a Walmart for about $.88 to $1.00 per gallon. I have a bowl that holds 8oz of water which I fill and zap it in the microwave. If I am using a hard soap I pour a little of the distilled water to cover the soap which helps create a good lather. I soak my brush in the water while I shower and I apply some of that water on my face before each pass. There is no soap or cream that I do not get a great lather with.
I started watching shaving videos on You Tube from a guy known as "nick shaves". I used to pour out the water on the soap prior loading my brush. However, he pours the water in his hand and rubs it on his face creating a thin lather. This helps make a voluminous amount of lather (face lathering) on the first pass. I assume a lot of you are aware of this. I was not but it is now part of my daily routine. This guy is not selling anything but some of his videos are informative.
