Every YaQi synthetic brush I own lathers every soap just like that and usually in less time on my face.

For what it’s worth, I use distilled water for soaking brushes, and lathering soaps.
I get fine lathers from the hard water here, but I do seem to get a little bit better results with distilled water, and I like knowing it is going to be fairly consistent!
Also...depending on what water or pipe treatments are being done by the water management folks at any given time...the water sometimes smells a bit chlorinated.
