Websites and hyperlinks didn't even exist until 1990, when Tim Berners-Lee took ARPANET's fledgling protocols and translated then into a usable WWW. It took years after that for industries and individuals to build the foundation - still ongoing - of what we know and loosely call today the "Internet." It’s extremely unlikely that there would be a link or page developed by anyone in 1999 that exclusively referenced shaving, in any form, although such may have existed. It would just be very difficult to now forensically find, references undoubtedly would no longer exist, at least in a historically recognizable form, and it would have no resemblance to anything that exists today. It's an interesting - and strange - question to ponder, since even if such a link or site had existed more than two decades past, it would seem to have no practical application to anything today, except as a historical oddity. By far, the vast majority of reference sources prior to the dates mentioned were in libraries, in the form of books.
