Sudsy Soapery -  is right around that price and in my top tier  
PannaCrema Pure2O  - another really great soap
Lisa's Natural Herbal Creations - a really excellent soap at a very reasonable cost

RazoRock Mudder Focker  - is another really nice lower cost soap.  Just this one particular one from them for me though as they have a bunch of soaps made for them by different vendors and this is in my opinion their very best soap.

WSP Formula T - as others have mentioned this is another really nice low cost soap.  If the Formula T version it's not under $15 it's only slightly over. Since their Rustic base was originally based on the Martin de Candre formula tubs of their soaps last a really, really long time. This one is the tallow version which is a bit more moisturizing but still very easy to lather and very long lasting. The Formula T version is worth the extra cost over the original Rustic version (in my opinion).
