It's a hard soap.

Speaking of not using a brush, my wife uses the sandalwood scent soap for her face as cleanser every morning (she has sensitive skin) and she loves it.

well, when I use a shaving soap, I don't use a brush - I rub a puck of haslinger on my head for probably about 30-45 seconds and then work up a lather with my hands. I actually got this tip from razorock.
